What is an AI voice agent?

An AI voice agent is software that conducts a spoken phone conversation in natural language. It understands what a caller says, responds in real time, follows defined rules, and can take actions such as booking an appointment, creating a CRM record or transferring to a human when the conversation requires one.

A voice agent runs a loop on every conversational turn: transcribe the caller’s speech, send it with context to a language model, synthesise the response, and play it. The cycle has to complete in roughly a second, because human conversation has tight timing expectations and longer pauses read as the other party not understanding.

Function calling is what separates a useful agent from a better answering machine. It lets the agent perform actions mid-conversation — querying live calendar availability, writing a booking — rather than only talking and leaving a message for someone to action.

Voice agents work well on bounded, repetitive conversations and badly on open-ended ones. The determinant of quality in production is usually conversation design and latency rather than which underlying platform was used.
