What is a database reactivation campaign?

A database reactivation campaign contacts dormant records already in a CRM — old enquiries that never converted, past customers who stopped buying, quotes never followed up. Because the acquisition cost was already paid, conversion at even a low rate is typically the cheapest revenue a business can generate.

Ask most businesses where their next customers will come from and they will describe an acquisition channel. Almost none mention the several thousand people already in their CRM who enquired once and were never contacted again.

That list is the cheapest pipeline they have. It is also the one with the most legal exposure, which is why this article starts where it does.

Old data is exactly where consent problems live, and the rules differ meaningfully by market:

  • Canada. CASL distinguishes express consent, which persists, from implied consent, which expires — commonly two years after a transaction or six months after an enquiry. A contact can become non-contactable by the passage of time alone.
  • UK and EU. The soft opt-in under PECR covers existing customers for similar products where an opt-out was offered at collection. It does not cover prospects who merely enquired, which is most of a dormant list.
  • UAE. Consent must be explicit and documented, and cannot be inferred from a past relationship.
  • US. TCPA governs automated calling and texting, with state-level additions.

The practical output is a segmented list: contacts you can lawfully message, contacts you can lawfully call, and contacts you must suppress. That last group is usually larger than people expect and removing them is not optional.

Segment by why they went quiet

A generic “we miss you” message to everyone performs badly and deserves to.

The segments that behave differently:

Quoted, never bought. The strongest segment. They had a specific need, received a specific price, and did not proceed. Circumstances change. Reference the actual quote.

Enquired, never quoted. Something stopped the conversation early. Often a timing issue.

Bought once, never returned. For anything with a natural repeat cycle, these are people who drifted rather than defected.

Long-dormant enquiries. Oldest and weakest. Worth a low-cost channel and not a call.

Contextual beats generic, substantially

The message that performs references what they actually enquired about. “You asked us about a roof survey in March last year” outperforms “we have a special offer this month” by a wide margin, because it is evidently about them.

That information is in your CRM. Using it is a data problem rather than a copywriting one, and it is the single biggest lever on reactivation performance.

Where AI changes the arithmetic

Calling several thousand dormant contacts was never viable. The labour cost exceeded the expected return, so the list sat untouched — not through a decision, but because nobody had two weeks.

An AI voice agent working that list changes the economics rather than the conversion rate. A low conversion rate on a large list becomes worth pursuing when the cost per attempt collapses.

That is the honest framing. The agent does not convert better than a good salesperson would. It makes the calls that were never going to be made.

What to expect
